  16. <p>Scared Silent sounds a shocking alarm on child abuse
  17. </p>
  18. <p>     Coordinated programming by all three television networks and
  19. the Public Broadcasting System is usually reserved for momentous
  20. occasions or national emergencies. Thus it was telling that a
  21. documentary, Scared Silent: Exposing and Ending Child Abuse, was
  22. scheduled to air last weekend on all four outlets. CBS, NBC and
  23. PBS agreed to present the program simultaneously, with ABC
  24. showing it two nights later, thus avoiding the pre-emption of
  25. the popular 20/20. Narrated by talk-show host Oprah Winfrey,
  26. herself a victim, Scared Silent mirrors the conclusions of the
  27. U.S. Advisory Board on Child Abuse and Neglect, a federal panel
  28. (several of whose members served as consultants to the film)
  29. that has in fact labeled child abuse a "national emergency."
  30. </p>
  31. <p>     Reported incidents of child abuse, long ignored as a
  32. national issue, have rocketed from 60,000 in 1974 to 2.7 million
  33. last year. As many as 5,000 children die annually because of
  34. abuse, half before age 1. Family members are guilty of 88% of
  35. abuse, and most experts assume that adding unreported cases
  36. would probably double the total. The advisory board says that
  37. while workable prevention and rehabilitation techniques are now
  38. well documented, federal and state governments have done little
  39. to support them. Hawaii has funded the nation's only statewide
  40. visitation program that connects trained counselors with
  41. troubled households--an intervention technique that has proved
  42. effective. Most federal money goes to foster-care programs,
  43. after the damage has already been done.
